Marshfield Select Board approves $735,000 bond sale and opens door to a capital-budget rule change. Capital Budget Committee Chair Jack Griffin told the board this year's $15,688,637 in capital requests include a $616,450 school technology request he says shouldn't qualify, warning that "aggregation alone" lets purchases "become a purchase strategy rather than an asset-based standard." The board voted unanimously to sell $735,000 in bond anticipation notes at 3.25 percent and authorized deficit spending for snow and ice removal after a second straight over-budget winter. Members also directed staff to draft a policy requiring department heads to explain budget overruns to the board, with finance staff noting they're "statutorily" barred from approving most over-budget expenses without board action.
