Select Board · Meeting of October 1, 2026

Marshfield advisory board rejects Brant Rock rezoning repeal, 4-2, backing developers over petitioners. Petitioner Kathleen Creed argued the Brant Rock Village Overlay District, written in 2014 by then-Town Planner Paul Halkiotis, invites oversized mixed-use projects near flood-prone Esplanade land; Halkiotis, now representing Frasca Development, countered that repeal would kill a $25 million project projected to lift the site's taxes from $20,000 to $245,000 a year. The same joint Select Board/Advisory Board session unanimously recommended $9,944,140 for Brant Rock and Ocean Bluff seawall repairs, with FEMA covering 75 percent and the town's net cost pegged at roughly $86,000.

DPW Superintendent Ken Ryan said state and congressional officials intervened after FEMA moved to pull funding over a decade-long delay. A separate $2,260,000 DPW capital-equipment request was postponed pending review by the town's understaffed Capital Budget Committee. ZBA member Steve Lynch called the seawall deal "a no brainer."
