Marshfield CPC Advances Housing Authority CDC Article to April 27 Town Meeting

Marshfield's Community Preservation Committee heard a detailed pitch for a Marshfield Housing Authority Community Development Corporation ahead of the April 27 Annual Town Meeting. Rick of the Quincy Housing Authority, which manages the Marshfield Housing Authority, and MHA board member Kerry Richardson presented the proposed 501(c)3 nonprofit, explaining it would focus on affordable rental housing — in contrast to the Marshfield Housing Trust's ownership model — with an initial board drawn from the MHA's five current members. CPC member Cecilia Delcadillo called the rental-versus-purchase distinction "the biggest difference" between the two bodies.

Committee member Bert flagged that CDC-owned rental properties would leave the tax rolls, though Richardson said a payment-in-lieu-of-taxes arrangement was possible and any such funds would remain within Marshfield. The committee also voted 8-0, with Chair Dennis Kelleher abstaining, to approve its February 11 minutes, and Kelleher announced plans to overhaul the CPC application materials by May.
