MARSHFIELD — The Marshfield Housing Authority board voted 3-1 to certify its year-end financial statements after a commissioner said he did not understand the forms he was signing. Commissioner Pescevich cast the lone no vote, while Commissioners Daly, Bennett and Delgadillo voted yes; Commissioner Richardson was absent. The board unanimously wrote off $25,846.71 in vacated Chapter 667 tenant debt and certified lead-paint notification compliance and a top-five compensation disclosure form, both 4-0.
One commissioner repeatedly questioned "per-unit-month" rent calculations and a $130,354 administrative-expense line, saying signing complex state certifications "under pains and penalties of perjury" without adequate explanation "is very, very wearing on me." Staff said required compliance documents are due Aug. 28.
