Marshfield ZBA Targets Shed Rules, Dock Variances, and ADU Gaps for Bylaw Reform
MARSHFIELD — May 7, 2026 — Marshfield Zoning Board of Appeals holds working session to overhaul dozens of outdated bylaw provisions. Chair Brian Murphy and Building Commissioner Andrew led a lengthy brainstorming session Thursday focused on reducing unnecessary permit burdens on property owners, with no formal votes taken. Key proposals included creating a distinct shed definition capping those structures at 240 square feet with a 5-foot setback from side and rear lot lines in R2 and R3 zones — down from the current 10 feet — and eliminating the variance requirement for docks and piers that cross a rear property line into tidal water. The board also agreed to research the legislative history of a 2007 Annual Town Meeting amendment to Section 9.02, which Andrew argued may already allow his office to issue permits for within-footprint additions and rebuilds on nonconforming one- and two-family homes without ZBA review. Additional items on the list included allowing accessory dwelling units in commercial buildings located in residential zones, eliminating the two-year deadline for rebuilding fire-damaged nonconforming structures, reforming the sign and exterior lighting bylaws, and requiring a zoning determination before applicants file notices of intent with the Conservation Commission.
