Marshfield Select and Advisory Boards Preview Dozens of Town Meeting Articles, Flag Funding Gaps

Marshfield's Select Board and Advisory Board reviewed more than three dozen Annual and Special Town Meeting articles Monday, surfacing unresolved funding gaps and governance questions in a session that ran to 8:30 p.m. Community Preservation Committee Chairman Dennis Kelleher outlined 10 approved CPA grant projects totaling roughly $2.3 million from a fund that now holds approximately $7.9 million, including a $1.175 million request for lights at the high school baseball and softball fields and $490,000 to expand docks at Damon Point. Select Board Chair Rick Smith raised concerns about a $25,000 Housing Authority article to establish a legal entity for acquiring affordable housing property, saying "the process of how they're doing this is not kosher with me." Interim Town Administrator Charlie warned that the annual operating budget remains unfinished with the warrant deadline around March 24, describing the pace as "really stressful," and a proposed Director of Finance article — meant to consolidate financial oversight — was flagged by Smith for conflicting appointment language that could delay it to the fall town meeting.
South Shore Voke Superintendent Tom Hickey presented an article to admit Pembroke as the district's tenth town, a move he said would offset Marshfield's seat losses within four years as enrollment grows into the new building's 200 additional seats. Resident Peg Davis opened public comment by telling both boards an override or temporary tax increase "will be absolutely necessary."
