MARSHFIELD -- April 15, 2026, Marshfield Conservation Commission continues contested dock variance while issuing orders on two raise-and-rebuild projects. At its April 15 meeting, the commission voted unanimously to continue the 121 Grandview Avenue dock variance to May 6, after environmental attorney Adam Brodsky, representing applicants Craig and Sheila Garland, warned commissioners that appealing a denial would mean seeking to "strike down your 505 regulations", a reference to the commission's bylaw provision limiting dock length to half a lot's water frontage. The Harbormaster is not supporting the proposed pier's current design, and at least two commissioners, including Commissioner O'Donnell, argued the variance standard of "rare and unusual circumstances" is not met because many Marshfield parcels share the same long, narrow configuration as the 665-foot-by-96-foot Grandview lot. The commission also unanimously issued orders of conditions for a raise-and-rebuild at 39 Toad Road, which won unanimous Zoning Board of Appeals approval the prior evening, and for a restoration planting plan at 50 Johnson Terrace, and voted positive one, positive 2B, and positive five on a determination of applicability for the disputed barrier beach parcel at 239 to 287 Ocean Street, finding the site entirely jurisdictional despite a property owner's geotechnical argument that subsurface peat indicates historic salt marsh rather than coastal dune. The meeting also marked the final appearance of Commissioner Platt, who was praised by Chair Hanfin for completing her MAAC certification "in record time."
