Marshfield Advisory Board Votes 7-1 to Oppose MBTA Overlay Rescission at Town Meeting

MARSHFIELD — April 22, 2026 — Marshfield Advisory Board votes 7-1 against recommending MBTA overlay rescission ahead of April 27 Town Meeting. The board cleared roughly 20 non-financial warrant articles at its April 22 meeting, with the near-unanimous opposition to Articles 37 and 38 — which would rescind the town's MBTA Communities Act zoning overlay and its implementing bylaw — the most contested action of the evening. Members argued the state will not accept a rescission, the Attorney General has committed to enforcement, and noncompliance threatens grant funding the town depends on while carrying a deficit estimated at $7.5 million. "The state's going to win. No matter how we comply, the state requires Marshfield to comply," one member said. The board also voted unanimously to recommend the annual $475,000 PEG access appropriation, accepted Chapter 90 road funding, and recommended a roughly $2.5 million slate of Community Preservation Act projects including $1 million in athletic field lighting; it voted not to recommend the stormwater management bylaw for the second consecutive year, with members citing enforcement subjectivity and concerns about impact on flood-prone Brant Rock. Financial articles, including the FY2027 budget, are deferred to the June Town Meeting; free cash available for the April 27 session stands at approximately $3.8 million.
