MARSHFIELD — The Planning Board continued its stormwater regulations hearing to Sept. 14 after members questioned who enforces the rules. Town Planner Karen Horn presented draft regulations under Chapter 246, the bylaw amended at the October 2025 special town meeting, requiring a board permit for land disturbance of an acre or more. Projects would need to remove 90 percent of total suspended solids and 60 percent of phosphorus, with board action within 45 days.
One member said, "I just don't necessarily see the point in two different groups in town being involved one permitting it the other one following up with it." The board voted 5-0 to continue the hearing at 7 p.m. on Sept. 14, with staff to ask Town Engineer Matt Kinlan for a written explanation of enforcement duties.
